Never mind, figured it out.
Looks like the total number of users who voted in all the past 4 elections is 21.

@dustin I don't have time to develop my own query for active users, especially given the uncertainty in the definition of "active". But Jon Ericson has a reasonable approach: count users who posted at least 5 times in a month, and at least 10 times overall. According to his query, the answer is: about 1500 users.
The graph shows that the site keep growing, with seasonal slowdowns in summer and around New Year.
