Q: Why sometimes when I post a problem this below thing shows up?

ParacetamolI recently was trying to post a maths problem but when I click on submit it tells me that you can post once in every 40minutes as such I didn't post anything at all before this in few months so why this is showing up? Is this a bug or something please help? (Same happened when I was asking this ...

That it certainly true. (Maybe I should have edited also the title when I edited the tags.)
I'll probably leave it to the OP how they choose to rephrase the title.
At least we have some other questions on meta which are closely related and the title is more descriptive, such as: "You can only post once every 40 minutes."
