This question has been around for a year, getting community bumped 4 times now, and has two answers but no upvotes. Is it focused enough to get a high-quality answer, or should we close it as needing more focus?

I don't think the question is high quality enough; we don't know what set of tools they used to make the app. I don't think it's close worthy, but to prevent bumping, we could downvote the question and upvote one or more of the answers
