Why do individuals typically use VS Code over VS Community? Is it because they intend to sell their product and the license doesn't allow it with VS Community?

I'm using Community. I wasn't aware of the Code version when I was getting back on board with VS dev.
As an individual, I don't see anything in the license terms that prevents me from using it for profit:
"Individual License. If you are an individual working on your own applications, either to sell or for any other purpose, you may use the software to develop and test those applications."
According to this SO post VS Code is cross platform - I could see that being a deal maker for some people / studios.
Also regarding the license for VS Community:
"If you are an enterprise, your employees and contractors may not use the software to develop or test your applications"
An ā€œenterpriseā€ is any organization and its affiliates who collectively have either (a) more than 250 PCs or users or (b) one million U.S. dollars (or the equivalent in other currencies) in annual revenues, and ā€œaffiliatesā€ means those entities that control (via majority ownership), are controlled by, or are under common control with an organization.

So, under those terms, a small 25 employees company could use VS Community, then.
