Regarding hex error code instead of base 10 - I suspect it may have been due to using C for a lot of low level coding. If you're dealing with bit fields, then hex representation is nice because it's more compact than binary, but easier to convert to binary than base 10.

Is there any way to cancel an edit for a question?

If your edit needs approval, I don't think you can cancel that until it gets approved or rejected.
