And, similarly to other suggestions for more guidance, determine when to actually show it. You wouldn't want to greet every asker with such a wizard, that might deter the genuine questions even more. It's the same problem as when to know when to suggest the tag, or to require higher rep, and all the other things.
Binding it to the tag has the same problem as the tag popup had, you usually set the tags last.

The problem is, while we don't want complete speculative ramblings, we can't just disregard properly reasoned answers just because they didn't present any hard evidence, if the question explicitly asks for that evidence or not.
As said, it's a border case. But from a first glance, I'd not be too inclined to delete it really.

We're all calm and trying to understand how things work. People on SE can be quite quick to interpret a genuine civil discussion as "drama" sometimes. That's probably grounded in bad experience and a general nervousness and fear of misunderstandings on the internet.

I don't really know anything about that. The only time I had to work with it was a project that was built in a quite extended version of VRML/X3D where the interaction and computation logic worked largely through VRML event routing and ECMAScript nodes, which as far as I know is some kind of Javascript derivation.
But that must be about 10 years ago by now.
