Yeah, feel free to send it here. I think the answer will be an elaborate "no, there's no software like that" but it's an answerable question about writing.

Yeah, I think that's not a writing question, it's a question that can be answered with a thesaurus and a list of pronouns.

You could leave a note on the closed question with a link to the new one. Or if the user hangs in chat, leave a note in the appropriate room.

I can't comment after it's migrated.
 
Is the question locked after migration? Unlock it, leave a comment, lock it again. Chat comments are a more elegant solution, though.
