@SuperUserMan The reason why I mentioned cmd /u was you said about foreign characters, and running cmd /u is meant to bring up a cmd prompt with unicode support
cmd /u is a command, you can run it once you have opened a cmd prompt. I haven't checked your updated q yet.

@barlop Sorry i meant /u only . Dont know why i wrote /n. Yes i understand that cmd is the command prompt and /u will provide unicode support. But there is an issue . See i am running multiple commands say, removing @ from text (like i discussed in another question and you commented there too) in one batch file to edit a text file. it is for use by an end user.
@barlop That user simply opens a batch with all this command and a sample text file and batch automatically edits the file. I cant ask or its not feasible that i ask end user to first open prompt with /u command and then paste all the commands (too many commands are there) and thus process the sample text file.
@barlop I gotta have all this to be done by simply double clicking/executing a batch with commands. I am not able to find out how i make sure that when user double clicks a batch file it executes with /u parameter. Please help. I tried writing cmd /u inside the batch file at top but that simply opens another CMD window on running batch . Are you understanding my issue?

the question doesn't need necessarily to be how to do the batch, though it could.. but how to display hindi would be a start
you could try either another question here or on the dostips forum site.. making clear in the subject that it's for hindu characters in the command prompt
I don't know if he does batch but he's from india so may know how to get hindi letters at the command prompt
according to this link community.flexerasoftware.com/… "Hindi is a Unicode only language and has no ANSI code page." though that doesn't help!
