Lots of edits on that question, so I don't know what happened, but it looks perfectly on topic now.
But if I saw that quote in a question, I would vtc.

@rolfl I don't 100% agree with this.

That's OK. I am still trying to figure out if I agree with me.

Or... maybe I do, but I don't agree that that's specific to interface questions.
Like my library API I posted for example
I could just have easily posted the entire library
A review that suggests that I add a connectToServer:andExecuteQuery: method to combine that into one method call to handle it all would be fine.
Would this suggestion not be okay when someone looks at the interface and sees that method isn't in the API?

You have to differentiate wha't sOK to review, vs. what's OK to ask to review.

Or, if I were to post the executable code to the library and get an answer that made that suggestion (and nothing else), should that answer be flagged as not an answer?

answers have different rules than questions

Right, but if it's not okay to ask for X, why is it okay to post an answer that only answers the forbidden question X, even if X wasn't asked?
I understand how it's okay to include an answer to X in an answer that covers other things... but if that's all your answer is, then you're answering a question that's not on-topic on CodeReview, right?
What would happen if I posted an answer to StackOverflow only commenting on the naming, capitalization, and indentation of the code in the question?

@nhgrif No, wrong.
@nhgrif You would get downvoted, and probably flagged. but this is not SO

This is SPARTA!!!!!
Sorry. Couldn't resist.
Ok, seriously now. @nhgrif It's my stance that Interface only questions are reviewable (you've proved that to me at least), but they're not good questions. How productive was the review you received? It didn't seem to be very helpful.
Granted, it's difficult to tell if that's because it was just the Interface or if it's just really good code.

If I knew another language better and had A LOT more time, I may have written a library in a more popular language.
I only got one review, which made some good points, but it was in a very unpopular language on the site.
And truly, it would have been nice if some of the .NET developers we have who are already used to working with SQL in their code would have offered anything.

Unfortunately, I don't consider myself a .NET developer quite yet. Still just learning the framework.

But I still don't understand what I was asking rolfl about.
How come I could post the implementation and get reviews saying "You should add this method"
But I can't post the interface and get reviews saying "You should add this method"
For example the connectToServer:andExecuteQuery: method I recommend.
Or perhaps something from .NET, executeScalar: which returns just a single value rather than tables of rows of columns.
