Say the setting is modern-day Earth and there's a nation comprised entirely of children aged 0-10 years. Like all nations, this child-nation has a military. Foot soldiers range are mostly 7-8 years old. I have two questions: 1. How would international bodies concerned with "proper" military conduct like the UN or the ICC deal with this? There's that whole concern with child soldiers for one.
2. How would the average nation act "aggressive"--war, sanctions, and saber-rattling--towards the child-nation? Any normal government can't hurt them without suddenly becoming the villain by the international community and by its own citizens.
For the record, the child-nation is in North Korea, isn't very aggressive and is isolationist. They do have nukes just in case other nations try something.

How long has this country existed? If it's something new, the most likely thing is that a nearby country simply takes it over on the grounds of unsupervised minors being dangerous to themselves and others.

They get nukes around 1967.
The kids are super-intelligent if that changes anything.
Countries would probably claim that the claim to childhood is fake and treat like any other. (Also, when did it start?)

At around 4:44 PM, every adult in North Korea began slowly dying out and the children began becoming smarter.
