pain is effective ... but if drug addiction is any judge ... addicting people to dopamine hits w/ some type of mild pain on withdrawal might be the most effective.
I could see virtual nicotine being used as a form of persuasion ... as evil as that is
cigarette companies got away w/ it for years (still do in some cases) ... and nicotine vapes are still very legal in most places.

you are right... with dopamine people don't realize they are being punished...
it's easier to control people with pleasure than with pain... when pain goes over a threshold, it explodes... pleasure dumbs.
