One would believe this to be easy

But I find it quite vexing.

99.99% of available documentation is about the reverse direction

Victory ! The video plays.

Turns out DVD players are kinda picky, and have poor error reporting.

Mine just says "incorrect disc" on anything that does not pleases it.

Correct combination involves putting the file in the correct order in the filesystem (mkisofs -dvd-video works, hdiutil makehybrid -udf does not), putting a byte 0x00 at the proper place in the .IFO file to enable all regions, and converting the video to the [email protected] so-called "NTSC" format.
