@Susan The rule of thumb would be to employ Occam's razor, or in the words of Isaac Newton, "We are to admit no more causes of natural things than such as are both true and sufficient to explain their appearances." Unless there is substantial reason for not doing so, the last "needy" modifies the noun "souls", and should be written in English as, "The needy souls". Your claim of "secret knowledge", here, that allows you to do something different, must be proven. — enegue 30 mins ago

I think souls of the needy and needy souls is a bit pedantic - they mean the same thing.
There is a much stronger argument to be made that souls actually means lives -

LevAll three words can mean something like "soul", e.g., neshama in גלגול נשמות, and ruach in וַתְּחִי רוּחַ יַעֲקֹב אֲבִיהֶם (Bereshit 45:27). So, what is the difference?

I really don't think there is a clear answer to the question.

@Susan I made a reply. I am hesitant to be too hard on enegue as he tries hard, but his answer on the Canaanites question made we sick when he tried to guess the meaning of LXX words based on most similar looking word he could find in Strong's. (Sort of corrected since I pointed out the actual meanings, but surprisingly the (IMO) embarrassing speculation was not completely edited out.)
