Yes there were. There are certain Tantrasadhakas who roam around like sadhus without any fixed residency. Such men were called Bhairavas & women as Bhairavis. Shakta Tantra allows sadhikas to impart mantra diksha to a certain limit. But these wandering siddha-sadhakas failed to attract much following due to the Kulaguru system. This entire system was based on the line गुरुवत् गुरुपुत्रेषु गुरुवत्ततसुतादिषु । पूजयेत् प्रत्यहं भक्त्या अमुना विधिना प्रिये ।। attributed to Kulagama Tantra.
