@buoyantforce and others: I came across this page sites.psu.edu/altoonasenate/informational-reports/… that outlines the education benefits available to faculty and employees of Big Ten Academic Alliance universities. Some allow the benefit to be "enjoyed" at a university other than the employing one. Some progress, I hope.
Princeton and Yale also apparently allow their ed benefit to be enjoyed elsewhere, though Harvard are tougher on providing such things at all: thecrimson.com/article/2006/4/24/…
