You know this has happened to me as well :). In making a 'comment' to a question I included most of what was a good answer as a query to the original questioner. Which information was taken and used as a successful answer by another person. So I can see where the irritation can arise.
I would see it this way as a moderator:
If the correct and successful answer has been given and accepted then this is an AskUbuntu success.
If there is some brief disagreement in the 'Comments' about pilfering of information then as long as it is brief and ends with some satisfaction on both sides a moderator needs to have no input.
However if unhappiness continues and a complaint is flagged to a Moderator (as has happened in this case) it would be legitimate for a Moderator to investigate the posting / answering history of both partie and see if this evidence of a continuing trend.
If this is a trend (on short notice making up an answer from other's given comments with some anger reflected back from others) then this would merit some communication from Moderator to the offending party.
But only if there is a trend, or even an increasing trend.

@andrew.46 I think I agree… obviously I’m not a mod, but I think the issue of “here’s some steps, did they fix it” in the comments, followed by a yes and someone else posting that as an answer isn’t ideal. Personally, I think the answerer should have made it a community wiki, given that it is largely based in someone else’s comment, but that’s my opinion and you’re probably right that a Meta post should happen
What’s my candidate score?
The 40-point candidate score is calculated this way: 1 point for each 1,000 reputation up to 20,000 reputation (20 points); and 1 point for each of the 8 moderation, 6 editing, and 6 participation badges (20 points)
@cocomac We have all been through a phase of desperately chasing points and badges on Ask Ubuntu. Sometimes this makes our behavior, while not breaking the rules, a little less than ideal...
@andrew.46 True… I’ll probably post on Meta because this seems to happen fairly often and everyone having they’re own policy isn’t ideal. BTW, I’m not running (too busy), I was just hoping it would calculate my score regardless. I know I've gotten too excited by rep at times myself
