Quick question about Android and MMS messages. If there's an incoming MMS message and mobile data is off, can I just turn on mobile data to fetch the message after the fact or is it lost if data is off at the time the message is received?

I've been going on circles for a couple of hours. It's likely I'm missing something obvious.

You may remember a few weeks ago, asking about setting up a Win vbox. Well, I finally got around to that yesterday.
The basics work out of the box. I can access the internet, and use my keyboard and mouse.
However, a major reason to do this was because I wanted to test my scanner in Windows. And that part is failing. I've reinstalled drivers/software twice now.

One odd thing is that the drivers are under Windows\system32. But I'm 64 bit.

Ok, the problem appears to be a general USB one. My Passport external USB drive is giving exactly the same sorts of messages.
Also, it may be significant that when I pull open the USB settings tab in the driver section, USB 1 is enabled, but everything is grayed out so I cannot add anything.
Hmm, my MB seems to have USB issues with Win 7. Maybe I should try something more recent. Any recommendations?

Some of the slowest organizations to adapt new OSs historically are starting to test Windows 10 and planning for a roll out only it being on the market after 6 months
There is a reason that is happening
Windows 7 will not fully support gen 7,8,9 intels products for instance
gen 6 products won't be supported in 18 months
Vista will be completely out of support in less then a year
Windows 8 isn't going to receive updates at all because 8.1 exists. 8.1 has same plans for newer harder that 7 has it just will receive additional updates
Xp is out right banned on US gov computers

I would like to add these requirements are being placed on systems I manage, that have escalated classifications other then unclassified, are completely isolated from a network, in a locked alarmed room, with a combination and a cipher lock.

Not really, but it makes it nearly useless as you can't simply use it in the byte addressible way that you want to
you have to have a lookup table of bad bytes and it can waste space
With NOR the access method assumes a pristine device, NAND is more filesystem based and we're used to bad block handling there. Think about your main System memory, a bad byte doesn't make your system unusable but whenever you hit it it can make things go seriously wrong.

Systems come with firmware that can implement a standard.
Whether it's the de facto standard that tries to mimic the original PC BIOS, or the newer UEFI standard, or a mix of both, or something else entirely.
 
that is just semantics from my perspective. Today there is basically only UEFI in the x86 world. BIOS wasn't really a standard per say which is the reason I partially disagree with that statement
