Nope
As a 100k user on both sites (and a moderator on both) - voting on meta tends to be "agree/disagree" as much as on the merits of a post
And so, here's the broader thing to look at - a good question takes thought, groundwork. You show what you've done so far, show you've put thought and effort into a question - and try your best to give the information someone would need to resolve the issue.
Also I find "I need to be a better poster to get out of a question ban" misses the point
See and understand what works for other people. Understand what a good post is. Post quality answers to good questions using the stuff you're good at.
 
Can you explain what is meant by opinions and facts? I asked on philosophy SE, and I concluded that there are many different definitions for opinions and facts, so, how do you define opinions and facts?

@AZeed The standard answer to "what do I do when my question doesn't receive enough attention" is to post a bounty on it, but as that page notes, the question has to be good in the first place
@AZeed as JMG said, Meta votes tend to be "agree/disagree", so that post had folks voting to say "you shouldn't do that"
