@Ramhound Most of time superuser isn't helpful at all. If one can't understand a detailed question, the first response is that it is low quality

It is very confusing from your comments whether to use Rufus. The link you gave to Media Tool is for Windows 10, while I am only installing 8.1
Just now, I happened to find out the reason I can't boot into flash drive, is because of insydeH20 which enables secure boot in the boot options screen.
Since I am not familiar with Toshiba laptop, insydeH20 and Widnows, and the confusions from their combinations, I have to install Ubuntu bare metal now. Because of that, and I am not sure if the cause of problem with DVD boot is also due to enabling secure boot,, I won't comment on why I couldn't boot into DVD
My post mentioned possible causes, bootloader, bootable DVD. You only suggested bootable DVD, and then you and the moderator looked down upon my posts, because of bully downvotes and close votes, and then suspend my account for a year.
I am helpless, so turn to Superuser.com, in hope of meeting knowledgeable and kind people. But my experiences here have been receiving bully (downvotes, and close votes)
the moderators also join the force of bullying, suspended me multiple times, looking down upon my posts and me, saying nasting things about me
I reflect my experiences at superuser.com, I think this site is most of time unhelpful, and most of time full of bully who do not have a bit williness of trying to understand others' confusions.
although there are still good people who hang around, but they don't show up as often as bullies.

I don't know about it exactly, so I asked you under my post in a comment, but you didn't point me to a right source, claiming still your reply covered things I asked. THe comments now have been removed, thanks to the mod.

I upvoted and thanked him.. I was happy to find some working solution from some other people, although have been misunderstood by you.
I won't be able to post here any more, because of the bigotry, bully from both regular users and moderators at superuser.com. One thing I hope you can understand is you are privilledged and it can make many things a lot easier to you than to those who are unfornnately not privlleged

Bigotry is a huge accusation. Which is another reason I stopped replying or even attempting to answer your questions.
By the way I only downvoted your worst offenders (the questions that were not well researched) and brought it to the moderators attention to help you avoid additional downvotes.
The answers i linked to provided all the information you needed to make a bootable Windows 8.1 installation media

When I brought it the moderators attention my hope is they would just talk to you. I wasn’t trying to get you suspended.
At that point I wasn’t going to reply to your requests for help, it was clear, I wasn’t able to help you due to a communication breakdown
With that, I am going to go relax, my 120 hours of work the last 2 weeks was exhausting.
