@Justaguy Responding just to "track" in the chat a conclusion of a conversation originally held in comments (now deleted). I had misread §611 point (a)/2. I had thought that it explicitly excludes alien voting in states that allow alien voting from the scope of §611. But now I think that §611 bothers to exclude only mixed elections (say, a federal office combined with a state referendum). Sorry for my hasty comments above.
