@Shalvenay thanks for the reply! so equipotential means a grid of equal spacing? should be doable, no ?
my plan was a grid of rebar on the floor, what, every 12-16 inches? bend it up the sides into the walls and into the cavities of the concrete block
not finding a good explanation of bare rebar - accucutla.com/which-types-of-rebar-are-used-in-concrete - stainless steel sounds expensive and not needed

@lsiunsuex equal electrical potential -- the idea is that you make it so that there isn't a potential difference anywhere in the area of the pool that could put current thru a swimmer, because getting electrified while swimming generally gives you that sinking feeling....
