Quick question: When repainting wooden windows which have been damp in the past (also slightly bleached/discolored due to dampness) should I use some primer, or simply start with the varnish right away?

are they dry ? did the wood get damaged by the dampness?
Did they grow anything like mold ?
and you said "repainting" and "varnish" which are you applying, paint or varnish ?

I'm off - but in answer, I'd sand the window frame , see if the discolouration reduces. If yes, consider sanding more. If you're varnishing then go with a matt not a gloss. There is no primer for varnish, but you'd put on multiple light thin coats, sanding lightly between them.
If you're painting, I'd put on a suitable primer.
