One central composition involves DCPOs, or domains, and streams. In my paper here, I suggest that this composition can form the basis of a calculation...

How you can ping users in chat.
More precisely who can you ping in chat.
The users who are pingable in a room using @username are precisely the user who are offered in autocomplete. I.e., if you type @ and the first letter of the username, the user is displayed in the list. See here: Does ping work in chat with no autocompletion?
The users who are offered there are users who are currently in the room and also user who were in the room during the past few days and posted in that room at least once in the past.
You can also find list of users like this (the last number in the link is the id of the room): chat.stackexchange.com/rooms/pingable/10243
Still, even if a user wasn't in the room for some time, they can be still pinged in that room if you find and older message by this user and click reply: Does a direct reply to a message in chat create a notification, no matter what age the message is?
@HarryGindi I have posted some basic info about ping in chat.
From the fact that you have deleted the messages it seems that you possibly wanted to ping TT elsewhere, but did not find a room where he was pingable.
I will add that apart from pinging, it is also possible to invite a user into a specific room. See also: How do I invite a user to chat? and How do I contact other users?
