Is there some difference between and ?
I saw on some other site they they distinguish between asking what is on-topic (w.r.t the scoped as already established) and asking question how the scope of the site should be changed (e.g., "I know that currently we question about ..., but I think that such questions should be allowed because...".)

If such distinction is also made here, that should be probably explained somewhere (tag-info is the ideal place for that).
And if there is no distinction between the two tags, they should be synonyms.
