If you cannot do what the exam requires you to do within the time limit, there are two possibilities:
(1) Other students can do it, and you need to practice more if you want to be on par with them.
(2) The exam is stupid.
I help people here to understand mathematics, not how to do well in silly 'exams'.
So if you aren't interested to understand mathematics for its own sake, I'm not interested so you should find somebody else.

You are talking, but incomprehensibly.
If you mean "|x| − 3 + |y| − 1" write that. Don't use terms you don't understand.
If you don't mean what I wrote, then reflect on how unclear your question was.
 
Let me write it again so second equation is modulus of (x-3)+modulus of (y-1)=5 @user21820

Ok so you tried to plot it, but why not just reason about it by definition of absolute value? Either x+y−4 = 5 or x+y−4 = −5.
The second one you should understand as distance of x-coordinate from 3 plus distance of y-coordinate from 1 totals 5. This is known as the L1-norm and has some other fancy names such as on this webpage.

You did not say what x,y were, so I assumed they are reals, so complex numbers are irrelevant.
Also, don't think about trying to solve this or solve that using this or that method. Instead try to understand what exactly the equations mean, before even trying to do anything else.
 
Anyway, I have to go. You should at least read the webpage I linked.
And you should play around with a graph software. The one I use is Graph.
