It is more-or-less up to the pastor. We democratically elect the council. Our last election, the pastor actually used ranked choice voting, which was nice. It resulted in a good swath of Hispanic Mass attendees, TLM attendees and NOrmies.

That's how unsuccessful I've been at running for moderator (I think I'm batting about 100, so I'm not gonna be too upset about losing the BH election, but it was nice of Korvin to vote for me!). The answer right now is "no", of course. However, I didn't realize that presidential succession (if no VP is available) was actually set by Congress, not the Constitution. Which means Congress could, in theory, pass a law providing for off-year presidential election if both President and VP were to end up vacant. They in fact had that early on.
