CTEs were implemented, from the beginning, this way. I think because there can be modifying CTEs (which other DBMS don't have). And it makes sense to put a fence there, when the CTEs are modifying data.

The bolded statement "using views in Postgres is critically by design(!) and may badly decrease your performance" is general and just plain wrong.
