This answer is a little strongly worded, especially when the OP is probably worried to death anyway, and when it doesn't sound like they've been in the professional workforce for that long. Although I agree with some of the content of this answer, maybe the tone could be revised just a little? Plus the OP doesn't need to just give up; there may be room for the situation to be salvaged. I understand this may be a bad situation for the OP, but pushing it too much emotionally may result in an overreaction, not in a well-thought out response.

As a senior dev I would insist on full internet and PC access or not take the job. If I was later denied that access I would submit immediate resignation. Everything I do is for business purposes, even if it means relaxing in front of Netflix.

"Access one, and they travel back through your computer into your company's network, then hit it with ransomware" - that's some steamy pile of bullshit. If you are using a simple HTTP or SOCKS proxy then it is absolutely no different from connecting to a website, an email server, etc., except that it's using a different protocol (in case of SOCKS). There is absolutely no way to "travel back through his computer" unless he's using a VPN.
