The law? Reporting to various managers? HR? Policies? Because some colleagues wanted to make an anniversary video to celebrate a co-worker? Unless this rises to the level of harassment (and I wasn't there obviously, so I don't know what was said), that all seems like a way to quickly develop an unwanted reputation at the office. It's fine if you prefer not to participate, but surely it would be easier to politely but firmly make your preference known, and then just get up and briefly leave the area when you see people filming rather than get management involved?
