@user142083 at least here in Germany, yes employers are required to provide shoes if there are specific requirements to shoes in the workplace eg steel caps or other safety features. Anything work-related is for the employer to provide. Though i would still agree to you, if company stuff doesn't fit or you don't like it, invest a little money to get your own stuff.
