Furthermore, moderators have additional privileges in all chat rooms except main meta and SO -- therefore a user who didn't get along with certain users(s) on a different site would be in a position of power over those users in the chat rooms for that other site. I don't think that would be a problem here, but you can't simply say that incidents on scifi are entirely irrelevant on the ground that "Scifi and EE are poles apart".

@ShashankVM It is standing SE policy that users who have been suspended in the past year on any site are ineligible to run for moderator. While that policy does not apply in this case, clearly SE does think that a user's behavior on another site is relevant.

On the other hand, of course, people may have different behaviours on different sites, or may have learned over time from past mistakes. If someone acted out years ago and now understands what they did wrong and regrets it, rather than dodging questions and blaming others, that shows character growth.

All that said, as far as I can tell @Passerby has been a good contributor on EE and could quite possibly prove to be a good moderator on EE. I just thought it would be (and has been) enlightening to see what @Passerby learned from that scifi incident.

As I said both in this chat room and in my original comment on @Passerby's nomination post, his stated platform of "no more...closing of questions against written policy" is arguably at odds with that scifi incident, which was about flagging to close a bunch of posts which were on-topic by a "written policy" on scifi. While that incident was indeed a long time, @Passerby made it relevant with his stated platform.

@ShashankVM One site's policy can't be decided, therefore arguably shouldn't even be discussed, on another site's meta. Like the EE community can't decide which questions should be closed on SO. On the other hand, someone's behaviour on one site might give insights into their personality or what they consider acceptable which might reflect upon their suitability as a moderator of another site.

@VoltageSpike Should I be surprised about the fact that having said this "Any future meta posts regarding SO on this meta will be deleted", when @Null commented on @Passerby's post about their activity on Scifi SE instead of deleting that comment you comment "Interesting post"?

Other sites are completely different. Scifi and EE are poles apart. I support Passerby here, bringing 6 year old incidents on OTHER meta sites is childish.

I don't think it is fair to compare someone's behaviour on other Meta sites and then try to interpolate that to this one. @VoltageSpike I'm very disappointed in you, especially after you made this statement "Secondly we don't concern ourselves here with things that are happening on SO". So why do you want to make an exception for Null's comment of Scifi SE for this situation? Remember this: electronics.meta.stackexchange.com/a/7368/238188 ?
