$a=38$ is the largest $a$ with a prime for $b > 0$ at the moment.

@Peter It is a
sphenic number
, 2*3*337. Moreover the sum of digits 6 divides 2022, and 2022/6 = 337 is the prime expressible as 2^(2^3) + 3^(2^2).
