2020 Blender Moderator Election Chat

@marcellothearcane not quite. There is no auto trigger for an election. SE simply sends an email out the the current mods asking if you are doing ok, and would another mod(s) be helpful. Now that is not the only way elections can come about. The mods can at any time request another election to add more help.
