Ok. IMO, there's nothing wrong with having a bit of fun. Chef's messages highlighting how much Avi says Haha are off-topic, but they're the odd message, not disrupting any conversation and are a fun joke. After that, leaning into the joke with the long Haha message is again, fine. It's a welcome bit of humour. But it also can easily descend into spamming and noise. I linked the Sandbox as a response to Chef's message, as a pointer, saying "if you want to experiment with chat, do it there, not here" as there is a specific room for random messages and messing around.
