You've broadly described the world in the Mage: the Ascension RPG. Belief is what shapes it but enough people have to be really convinced for this to work. Hence, the "normal" world is called "consensual reality" or "the Consensus" - the majority of people are certain that internal combustion engine work, therefore cars can move. Some places (e.g., a city) might deviate slightly from the Consensus to allow for different "rules" of reality. Mages in the setting are able to alter reality even going against the Consensus. A group called the Technocracy aims to shape the world's beliefs.
