Said person follows me around on multiple sections of a site downvoting me or un-upvoting me. Any attempt at asking a question gets targeted
Pleas for support from the moderation get ignored out of spite or support for the troll.
They constantly makeup reasons to delete my comments or ban me

Well, if one was involved there, and their friend is here, you might have similar trouble here.
The question, once asked, might be recognized by the friend, and attract more attention.
I'm basically new to SE, and I hate politics in general, and even more so when people seem to be doing things out of spite.
The only thing I can think of, which you probably have done already anyway, is to contact SE officials, rather than mods.
Don't know where it is, but I've seen mention of a "contact us" link in several meta posts.

Not sure if it would cause more trouble or less, but it is possible to email Community Managers as well. I've heard that Tim Post is good at personality issues. Maybe email him directly?
