I think your the_taxonomy_dropdown() function needs to change the way it accepts arguments if you call it via a shortcode

If you call [drop tax=location], the_taxonomy_dropdown( $args ) gets the parameter like an array, so $args['tax'] contains your taxonomy

What do you get when you add var_dump( $taxonomy ) in your the_taxonomy_dropdown() function?
When you call it via the shortcode?
Examine that, then you'll see what part of it actually contains the taxonomy

@ntechi Does your function use echo to display the data or return?
Because you have to use return in shortcodes
