By his own admission he's 13 and living in the UK, which is still a part of the EU and as such is supposed to be 16 years old to participate. So why wasn't his account suspended when this was first brought to light! Now with the latest behavior, blatant willful vandalism, it shouldn't have been a suspension but an outright removal of his account.

@user3439894 The elected moderators don't validate / verify country or age. We just don't know who is who. There is a contact us form to report underage users. That's the only way I know to get someone to look at it. I'll double check in the mod room if we're supposed to suspend but we also don't remove accounts either unless they are very low reputation.
