So one is a file and the other is the program that changes the file.
I have suggested some edits to those tags to make the issue a little more clear.

@Seth Thanks, now I understand better, nd hopefully, other users too :)
I think that the title of this question should be changed to something like "Why I get unable to locate package update error while updating?". Because the main problem is the command. But if the user still can not access to the GUI, him should create a new answer.
Is this right, or there is a better idea?
