The algebra tag is no longer being used, as "algebra" can mean very different things. If you mean the sort of algebra one might encounter in high school, relating to solving or graphing equations or functions, use the [algebra-precalculus] tag. If you mean the sort of algebra in which groups, rings, fields, etc. appear, use the [abstract-algebra] tag.
So if I understand his intentions correctly, we should keep a few questions tagged algebra, so that the tag-wiki and tag-excerpt is not deleted.

By checking his last activity on the site, I found out that he removed the tag from a question about a minute after editing the tag-wiki. So it might be possible that he is unaware of the fact, that the tag-wiki is deleted when a tag is empty......? (shrug)

@Martin: Yes, I am tempted to leave one or two questions with the algebra tag so that it doesn't go away, to prevent the constant untagging. And you're right: although I know that tagwikis are deleted when tags are empty (or once a day when the tags are empty, or however often it actually happens) I was not thinking about that at all

@mixedmath I do not object against trying this with algebra tag. Perhaps we can leave the tags as they are and we will see whether someone will eradicate the tag (and, consequently, the tag-wiki). Or perhaps you could post an answer to some of the older threads relevant to this explaining that you have done this and what's the reasoning behind it.
