@DanielFischer So, I just clicked on a blue bubble (offensive flags) while in "This is the Realm of Simply..."'s chat room, and it opened (in a new tab) a site (didn't look like an SE site), so I closed the tab, but still was asked if I want to flag it, so I did. But why would I be asked to flag an improper post? I hope the chat there is secure?
Why do some folks start sentences with "So, blah ... blah... "? That's so annoying! (I really can't believe I just did that!)
@DanielFischer are your around? I know it's the weekend...and you might be at dinner right now...all good. Just ping me about my comment immediately above if/when you can.
Of course, @arjafi, et. al. diamond-bearers!

@amWhy "offensive" flags in chat go to all 10k+ users (network wide, but Stack Overflow and Meta SE have separate chat networks) [and all moderators].

Oh!... Okay, perhaps that's what happened, but I didn't recognize the website in the tab that opened upon clicking the blue bubble. I was able to flag as offensive, after seeing an offensive post...so hopefully, that's what was supposed to happen.
Well, darn-it-all, I probably should know all this stuff, by now! :-)
Thanks, @DanielFischer I rarely see the blue bubbles, and when I do, they often disappear before I can click on them. So, I guess we live, we learn, and when we learn, we in turn live. Words to the wise! :-)

@amWhy lol, I kinda wanted to ask the same question, as I get those flags often
I think they disappear when enough users check them out

The OP to this question seems to have either deleted three earlier posts from today, or else, created another account, since they've asked another question, same moo. They explained in a comment about the creation of a new account, and they said "only because I couldn't ask any more questions."
The OP I refer to above, @DanielFischer was/is formerly user412248
