We just missed one option, (I plain forgot) so the next is in 52 minutes.
Last year I also had the impression that some hats were not given out in the last few days. I am certain I did the right things on two occations but did not get the hat.
@MasterBob The time based ones are usually easy... perform any action during a given timeframe to get them... So I don't think the hatter is only 1 day
@bluefeet right from the docs about 6: Got this hat after making a series of “comment then flag” actions for answers that were Not An Answer or Very Low Quality.

The names for Winter Bash hats are often puns or refer to something. This year, several of the hats are named as some number, which is a little more opaque. Why are numbers so popular this year? What do they refer to for each hat?

In the last 4 days, I've repcapped 3 times. The 4th, I went over 200 but didn't repcap. Of the 3 days that I repcapped, 2 of them only reached 190 because of an unupvote event. But those two days were repcaps.
Also I saw that another person got the Hatter hat despite only having 2 posts ever and they were both 2 days ago (I don't think that was the 4th or 6th day of the week)

@bluefeet I'll wait until after midnight UTC to see if I get it. But I remember in previous years I got it as as soon as I hit it. Assuming repcaps are counted as they've always been, then the < 200 caps that I have today and December 19th should count.
But the unupvotes should be registering as vote deletion events on the day they were originally cast. So it shouldn't get in the way of the normal repcap calculation.

This description is incorrect. See the bounty, answers and awarded hats on this question. All answers were posted before Winterbash yet they got the hat.
What I could not confirm yet is whether the answer has to have been posted during the bounty period. (Assuming yes)
Aww... Rep-recalcs used to be able to "move" an unupvote event so that it deducts on the day the vote was cast rather than the day of the unupvote. That doesn't work anymore. :(
Too many times theories are tested and "confirmed" by doing things that should get the hat. The important bit is performing tests where the result should not be getting the hat, so when people still do, it proves the theory wrong...
