Well, I have been seeing this sloto bit spam from a long time, and only the website if blacklisted. If the website isn't posted, and only the content, it simply won't be detected. Don't you think we should add some bad keyword to the current filters which is there in these sloto bit posts?

Nothing, it just beeps on every Smokey report.
It doesn't do desktop notifications, that's something I used Chrome API for, so it's only in the extension version.

I would vote that answer as naa, because the offensiveness isn't directed to someone, but is created more/less of self frustation, you may want to look at the recent invalidated feedback page and ping the person who invalidated the feedback if you need more explanation of why he choosed to invalidate the feedback
