Can we assume two things:
1. Memory pressure graph is green?
2. CPU idle is more than 50%?
I'd probably have an iostat 60 window running and paste in a line from when the slowness happens.

(I grabbed the line first and then appended the headers - since the first line is summary data and not delta...)
My guess is you are running into something blocking the javascript running for text input and scroll changing the rendering, but I'd like to rule out a busy system or other apps contending with the browser before getting into browser debugging
