Well it’s about the terminology used by a specific software (which may bear some similarities with the technology used by other software) or if you so wish between two named concepts in a given software. Going by this, this would be on-topic.

Also, you do have a GIF vs. JPEG question.

I also do not see anything asking for when to use what in the question.

But why is it borderline? I would like to edit it, but I can only do so if I understand the problem in the first place.

In this case it's a question that is all title. A possible rewrite is to start from after "For example" and then edit in a way that better links it with the answer, without changing the whole question. Less "just tell me the difference" and more "but why doesn't it work this certain way?"
