if you've never turned it on, you have no idea whether it needs 'unlocking' or not
an iPhone never needs to be jailbroken, it's entirely optional

Ok, we need to define some terms here
1. there is locking in the sense of having a pin number or fingerprint necessary just to open the phone and use apps. Presumably whoever sold it has done a factory reset, so that kind of locking shouldn't be an issue

2. there is locking in the sense that many network providers will 'lock' the phone to that network.
3. there is 'locking' in the sense of the phone not being jailbroken (though it's never called 'locking' or 'unlocking' in this case. Either the phone is jailbroken or it's not)
NONE OF THE ABOVE will prevent the phone from turning on
even if the phone has no sim card in it and is not jailbroken, you should still be able to turn it and at least get to the PIN screen if its enabled
what you need to do is get another USB cable and attempt to charge the phone
if you can't turn it on, it doesn't matter if it's locked in any way, shape, or form
