That text in the field, which moves when the user aims to click on part of the text, it is reasonable to describe it as a moving target? And are moving targets generally considered to be poor UX?
Put another way: is there a more technical, more accurate way to describe that moving target? (When I Google the phrase 'moving target', for example, it's used so often in a way that's generic, it's hard to find what I mean.)

@GrahamPerrin It's a poor UX if it happens unexpectedly and makes it harder to use. In the case of Safari on Yosemite they took care to make sure your selection remains active so that if you click the field and the text moves to be left-justified, you can still type during the animation.

I don't think there's a specific phrase that describes what you're looking for, though.

@Rahul thanks. It's polished, but it's poor UX compared to a field of text that does not move after the first click. With Safari 7.x in Mavericks I very often click twice (not a double click) to pinpoint a part of the URL. Safari 8 causes that point to move whilst the user tries to target it.
