I have a complicated symbology question in ArcGIS: There are 24 circles on the map in different size and color depend on the value i set before. i have to color each circles regardless of size value, based on individual values. how can i color each 24 circles with 24 different colors? is it possible? If yes, how to solve this?

@mrbandy symbolize by Multiple Attributes > Quantity by Category should do this. Note the [symbol size] button in that dialog. (this is worth a Q on main site too)
heads up : the syntax given for 1bit CCITT compression in the online help pages are wrong. Instead of "CCITT_G3" (or G4) you need "'CCITT Group 3'" or "'CCITT Group 3' 75". The interior single quotes are necessary. Esri bug number [#NIM104491 Documentation update for the compression environment to change the way CCITT_G3 & CCITT_G4 compression is called. ]
discovered the correct syntax by adding CopyRaster to Model Builder and then exporting the model to a python script.
