@Chuck Unfortunately, this is not an electronics design question, and would be off-topic on EE. It's really a "how do I use this device" question, which would probably be off-topic on SO, too.
The SIM900A is a very generic module, so its behavior really depends on the "device" to which it is attached. We really need the OP to provide more details on that (and the 3rd party that was "operating" it) before we could suggest a suitable venue for the question.
