So there are two troubles with this move: One is that it doesn't have the form of a normal move. You've got two triggers in one move, which comes from the second problem: You've mostly just copied the Companion Animal and Command moves and jammed them into one.
The problem with copying it wholesale form Animal Companion and Command is that there's really no point in doing it. The point to a custom move isn't to make it all nice and technically legal; the point is to make the move evoke the flavour and style of character. If you're just going to have the same contents and choices as Animal Companion/Command, you might as well just take those as normal multiclass moves.
We can figure out what a custom move should look like by starting from the fiction. So my first question is: What is the point of having a horse for your Templar? What do you picture doing with a horse, in fictional terms?
